Herein, we will discuss the various details of our collective bargaining agreement. Proper understanding and application of these rules is essential to making this league a success. Your participation will help make the success of this league come to fruition.

1- GOLDEN RULES
1. Commissioner(s) have the power to change, when deemed necessary, the rules concerning any issue
2. Treat each other with respect,especially on the Message Board,no attacks nor challenges towards anyone will be tolerated. If need be, and things get out of control or racial, etc., strikes will be handed out.
3. If you have a problem with a fellow GM or any problems with the rules written down, talk to the commissioner about it, refrain from public disputes.
4.If a GM has a problem with a rule or a question,email or IM either Anthony or Andru in regards,posting it on the message board isnt the proper solution.
5. Strikes - If you do NOT submit lines after an injury or trade, you will be assesed a STRIKE. 5 STRIKES and you are FIRED! If you make a trade, have an injury, and do not submit lines - you will be called out. IF you do not go on the boards and find the Check in Threads - you will get a STRIKE.

1A- INTRODUCTION
The participants in the league have the responsibility of managing their team, with a final goal of reaching the Stanley Cup and winning it. General Managers are responsible for the success of their team, the roster and the budget as well as the farm team. The following rules must be adhered to in order to maintain your team effectively.
2- GM ACTIVITY
1. When a GM contacts you, it is only polite to respond as soon as possible - do not let your PM's add up. Answer in a prompt manner.
2. If you leave for vacation or something similar to that, PLEASE inform the league that you will not be around for a period of time. Thank you.

The Bruins would like to offer sidney crosby a 4 year contract worth 7 million a year. Also what role the player will have on the team should be included.
4. All GMs are REQUIRED (mandatory) to post at least ONE (1) article on the main site for their team. Teams that do not do so, will have a strike handed out to them at season's conclusion towards the following season. (5 strikes and you are fired)!

4-TRADING
1. Trades are to be posted on the message board in the Media Center/Trades Center board/thread! Trades MUST look as follows:
To Wild: Phil Kessel + 2007 BOS 1st
To Bruins: Pierre-Marc Bouchard + Mikko Koivu
Trades can be made with players, draft picks, money, and prospects.
5- GMS DUTIES
1. MSN is required, Gm editor is required to edit lines.
2. GM's must be active!!!
3. Check in threads must not be ignored!
5A - STRIKES
- Injuries, trades, suspensions, etc. - GMs must SEND LINES. If I have to auto lines - it's a strike
- Once a month, a GM will have to write an article on his team, or on something SinHL based to his liking. If not done - STRIKE!
6- POSITION CHANGES
Team name in the subject somewhere along with the player full name and proof of players eligibility. Internet or otherwise. Internet proof preferred. Players can not play out of position, for example player X only plays C. that means he cant play Lw or RW.
7- PROSPECT SIGNINGS
When there are ratings available for a prospect the team can sign him. There is a pay scale:
1st Overall=2 Mil
2nd-5th Pick Overall =1.5Mil
Rest of 1st Rd =1million
2nd Rounders- 800K
3rd rounders - 700 K per year
4th rounders - 600 K per year
5th rounders - 500 K per year
6th, 7th, 8th, 9th rounders and undrafted: - 400 K
Every entry level deal is 3 years.

8-ROSTER
Your PRO roster will consist of a minimum of 20 players and a maximum of 25. The minimum required positional players is 2 goalies, 4 centers, 4 right wingers, 4 left wingers, 6 defensemen (20 TOTAL). Players under 23 years of age, or under 25 games played in the SinHL in total may be sent down freely. Everyone else must pass through waivers.
Farm Rosters and Pro Rosters NOT TO EXCEED 50 players!!!
9- SALARY CAP
The league's salary cap is at 56.8M and the cap floor is 40M. For injuries, You can only go over cap by as much salary as the player that got injured was getting paid.
You may NOT be over the cap for ANY game, if you are, you will be assesed a STRIKE! (5 strikes and you are fired)
10- PLAYER RELEASES
A player can be released from your roster with a buyout, the cost to the team is 2/3 of the players salary. The amount will be deducted from you cash flow. Email Sinhlcommish@gmail.com if you want to buyout a player(s). The player will become a Unrestricted Free Agent or UFA for any team to sign him, besides the team that bought him out.
11- FINANCES
The ticket sales represent the popularity of your team for the spectators. You need franchise players to make money (80+ overall) or have a good victory %. These factors affect the crowd, big players and victories mean bigger crowds. The average ticket price is $40, but can be changed at any time by sending the new price to the commissioner(Sinhlcommish@gmail.com). The general manager wants to generate as much profit as possible. There will be other financial opportunities to arrive as the league develops and expands. If a team goes into negative dollars the gm will have one week to fix it or risk getting fired.
12- EXPENSES
The biggest expense of the franchise is the payroll. Each player playing the NHL receives his full salary as listed on the finance page. Each farm player receives only 10% of his NHL salary when in the farm but it does not count towards the cap, only your cash flow.
Adding seats to an arena will cost $1,000.00 per 1000 seats
13- RETIREMENTS AND INJURIES
Players will get injured during the season; they have a certain % chance of getting injured. Any player, even goalies can get injured during a game and can be out for the rest of the game, a few games, a few weeks or even a year. Retirement occurs when a player retires from the league in real life. At that time the player will be retired from the sim. There is an INJURY EXEMPTION. When are you are at or near the salary cap and you suffer an injury, you can bring up a player from your farm team and go over the cap. You can only go over cap by as much salary as the player that got injured was getting paid. As soon as the injured player is healthy, the player you called up has to be sent down. During the off-season, there is a cut-off date of August 31st. If a player retires in real life on that date or BEFORE that date, he is ruled ineligible to play in our league for the upcoming season. If he retires in real life AFTER that date, he can spend one final season in the SINHL league. If a player goes to Europe before Aug 31st, he will be out of our league, but added to your prospects list if he is under 25. If he is over 25 he will be the property of the team that he was part of if/when he comes back. If he leaves after Aug. 31st he will spend one final season in the Sinhl.
14- COACHES
They are active and have an impact on your team. An offensive minded coach can help an offensively challenged team as a result. If you want to change your coach or want the list of available coaches email Mike.
15- THE PRESEASON
It lasts about 5-10 games and it is before every season. There are no injuries during the preseason. You can go over the cap and call up players and bring down players as freely as you want. This is to see what kind of chemistry your team has!
16- REGULAR SEASON
82 Game Schedule, sims every day unless i go on vacation or have an issue!
17- PLAYOFFS
They are right after the regular season. 16 teams, 4 rounds.
18- OFFSEASON
It is right after the playoffs or the end of the regular season for non-playoff teams.
You will have to resign your RFAs and UFAs during this period or sign UFAs from other teams.
The qualifying offer at minmimum is (1yr deal at 15% increase) for an RFA and if you fail to offer at least that the RFA will declare himself a UFA. A RFA will take quite a bit more than 15% if a team wants him locked up beyond 1 year, so be realistic offerwise.
There will be a time window where a team can try to re-sign all of their potential RFA'S, and ONLY TWO UFA loyalties. (After this window is up, offer sheets will be tendered)
Negotiations will be much tougher now. The max contract is 5 years at 7.5M a year. SEND ALL OFFERS TO SINHLCommish@gmail.com.
If you lowball an potential UFA your player will look elsewhere. One team will not sign 40 UFAS. When sending a contract offer you have to do serious writeups on players roles and cash offers by the year and remember cash will NOT always be the deciding factor. The Maximum Bonus that can be given is $3M as a signing bonus with a $1M incentives bonus and a wrong offer sheet will not even be considered by the player, so make sure you do them right. If you state a role the player will serve on your team and don't fulfill it the player might hold out and asked to be traded.
IF a trade isnt facilitated within a timely manner he will sit out. No 1st line players will like to play the 3rd line. Teams will be given 7 days to change the problem at hand(roles not served or 1st liners playing on 3rd/4th line positions)
A team CAN sign unassigned players, or undrafted players, or players who came over from Europe, etc. to TWO WAY contracts. Meaning, that regardless of age, if you want a player for the farm, you MUST STATE that you sign him to a two-way contract so this way he does NOT have to clear waivers.
19- LOYALTY CONTRACTS
2 Loyalty contracts each year. Anthony and his Agents will choose 2 players from each team(usually a star and a lesser guy) that will take market value and a long term contract.

The draft is every summer, after the NHL draft so we can use it as comparaison for our draft. We have 7 rounds. The players who aren’t drafted go unassigned until they play in NHL and get a rating.
21- RFA COMPENSATION
*994,433 or below - No compensation
*Over $994,433 to $1,506,716 = Third round pick
* Over $1,506,716 to $3,013,434 = Second round pick
*Over $3,013,434 to $4,520,150 = First-round and third-round picks
*Over $4,520,150 to $6,026,867 = First round, second round and third round picks
*Over $6,026,867 to $7,533,584 = TWO First round, a second round and a third round pick
*Over $7,533,584 = FOUR First round picks
ALL TEAMS MAKING OFFER SHEETS MUST HAVE THE PICKS AVAILABLE FOR THE FOLLOWING SEASONS. i.e. = 2010 1st, 2011 1st, 2010 2nd, 2010 3rd for a RFA Offer Sheet over $6,026,867, etc.
22- TELEVISION CONTRACTS
You can only select one TV contract..
Local - 8,000-9000 seats avg/game (Cost of contract: 250K, payout $1 million) -
NHL Network/The Score - 10,000-12,000 seats (Cost of contract $500,000, payout $1.5 million) -
FOX/TSN - 13,000-15,000 seats sold (Cost of contract $1 million, pay out $3 million) -
ESPN/CBC - 16-17,000 seats (cost of $3 million, pay out $8 million)

23- HOLDOUTS
If a player is buried on the farm or on the 3rd/4th line and they should not be, you will be hearing from the agent for a potential holdout.
24- WAIVERS
-Waivers are set at 25 games meaning once a player has played 25 games on the pro team he must clear waivers before being sent to the farm team. This only applies to players aged 25 and older. Each player going to waivers will stay there for 48 hours. Waiver listings will be announced on the Waiver thread. When on waivers a player can be claimed by any other team in the league. Request to claim players should also be made in the player’s thread in the Waiver forum(will be out shortly). If two or more teams attempt to claim a player, the team highest on the waiver list will get his rights. The waiver list is random as of now. When a team claims a player off waivers they fall to the bottom of the waiver list. A waiver wire forum will be added shortly. However, TWO WAY CONTRACTS will not affect this. TWO-WAY RULES TBD!
25- 41 GAME RULE
-You cannot trade a ufa you just signed until your team has played 41 games. If you do trade said player, your team will pay a fine of the players salary for the remainder of that season and it will be taken directly from your teams finances.
26- MONEY
Writing team articles on forum = $1 million
Writing team articles on main site = $2 million

-Waivers are set at 25 games meaning once a player has played 25 games on the pro team he must clear waivers before being sent to the farm team. This only applies to players aged 25 and older. Each player going to waivers will stay there for 48 hours. Waiver listings will be announced on the Waiver thread. When on waivers a player can be claimed by any other team in the league. Request to claim players should also be made in the player’s thread in the Waiver forum(will be out shortly). If two or more teams attempt to claim a player, the team highest on the waiver list will get his rights. The waiver list is random as of now. When a team claims a player off waivers they fall to the bottom of the waiver list. A waiver wire forum will be added shortly. However, TWO WAY CONTRACTS will not affect this. TWO-WAY RULES TBD!
25- 41 GAME RULE
-You cannot trade a ufa you just signed until your team has played 41 games. If you do trade said player, your team will pay a fine of the players salary for the remainder of that season and it will be taken directly from your teams finances.
26- MONEY
